Is this smudge proof, or water resistant? Needing water proof and for covering blue/green tones

It's pretty smudge proof once it dries down but I wouldn't say it is water proof, or even resistant.

Dab color corrector on the area of discoloration and gently blend out using fingers, sponge or brush. Allow to dry, then follow up with Camo Concealer or Camo CC Cream.

For the blue corrector, the info says it's from this line of color correctors, but the product images are of a mascara. Is it that or the blue shade?

Really bad chemical smell

I bought this from this brand in particular because I have tried some of their products which are not toxic to the skin. However this item only had a very strong chemical smell almost like the one you smell in nail polish removers .I am not sure if I got one bad item and the rest are not like this but I just threw it away..p.s I love elf products never had such an issue with them
