Is this suitable for matte leather?

This product is fine for all leathers except new buck. Hope this is helpful.

Is this product any good for removing a scratch and moisturising my car leather seats?

I used this leather conditioner on my cowboy boots. It took out the fine superficial scratches very well. I also used Pecard leather dressing after the conditioning. They both seem to work well to keep the leather in good condition. I have not tried them on car seats, but it shouldn't do the leather seats any harm.

Can it be used on new goatskin leather bag?

If it is nubuck leather or suede leather you cannot use this product on those. If you are still unsure you could possibly find an area perhaps on the inside of the bag where you could try a test on it, if not try googling leargpher If it is nubuck leather or suede leather you cannot use this product on those. Try Googling leather cleaner for goatskin leather, you may have more success that way. Hope that was helpful.
