Q: Does this actually convert things from usb signals to tcp/ip or does it just use ethernet for its own signals?

Hi, this USB extender kit can only transmit the USB signal over a single network cable, does not support the TCP/IP protocol.

Q: Can this device be used over a Ethernet switch?

No. This uses only end to end connection with cat 6 cable. This is not designed with protcols to work thru a network switch.
