Q: How come does it say it's quiet but there's no dba mention in the listing? How am I supposed to know its noise level?

One of the pictures shows the dB as 18. Typical background noise in a quiet room like a library is 30dB so you aren't going to hear this unless it's close to your ear.

Q: Does this set have 4 (four) 12V fans?

It depends on the "color" you order. I purchased the option with two 5v 30mm fans, but four 12v fans is one of the other options. Just make sure you order the correct "color" option.

Q: Will the fan work fine with 13.8volts?

It should but I would go for original part replacement

Q: What gauge wire are these?
