Does not lower voltage (edited to Does lower voltage)
Tested voltage when installed and the same voltage going into as coming out. Maybe designed for smoothing voltage surges? Don’t know but returning. Update: Started the car, took it out for a run and on return the ballast was indeed reducing the voltage to an acceptable level. Not sure why but I am certain there is a reason why it didn’t do it just with power on but then worked when the engine was actually running for a bit. Changing to five stars assuming the fault was in my understanding of how these work.

It's a resistor
Yup works on my 8 n, just cut the hot wire to coil and wire this in that circuit. There ya go!
