I have this but is the constancy meant to be runny?

The consistency should be that of a light gel. You should be able to scoop it with your finger or fingers. That has been my experience.

Will it work on fine hair also?

I think it would. But - like other products - don't use too much as that leaves the hair looking like it's overdue a wash.

Does this work on wavy hair 2b/c?

Yes, it will enhance the waves but won't create curls from nowhere. My hair is wavy rather than curly these days and I use it to get as close to curls as I can get. Scrunch it in, then leave it alone until it dries. Then fluff it up.
