when do you use this after washing my face or before???

It depends, I use it as a toner after washing my face. But in the mornings I usually don't wash my face and I still use it before applying moisturizer. Also, I mostly use it after a yoga class, it makes my skin feel clean.

Oily acne prone skin. Wash my face mornings and nights, but is this good to use throughout the day when my face becomes oily again? Ex. take to work?

I used witch hazel as often as 3-4 times a day for my oily skin, but only Thayers. Many of the other brands can dry skin out.

Do you have to rinse your face off, right after using the pads? Or, can leave you leave it on underneath a moisturizer/lotion all day?

I do not rinse my face after using them, I always moisturise after. My skin feels great
