Is this made out of glass or plastic?

It is plastic and it is very durable, but don't put it in the dishwasher. Hand wash if you want it to last. And it will.

Does it have an indicator for 3/4 oz? (some of OXO's newer steel jiggers have a 3/4 oz line)

Sorry, there's no 3/4 oz indicator. However, it is pretty easy to tell when you are halfway between the 1/2 oz line and the 1 oz line. Hope this helps!

Can this be used to measure bleach?

The measurement markings are encapsulated / laminated within the construction, so it would be only bleach against plastic. It's just my opinion, but I do not think there would be a contraindication to using it for measuring bleach.

Why is this mini 4 tblsp plastic cup more expensive than the other sizes?

My guess would be that there are fewer competing vendors for this product.
