What is color of “M”?

The frame is close to true black and, while it is not identical, it is a very good match for the BMW black paint.

It seems like people are questioning the quality of the frames and whether they are actually oem. Does this come in bmw retail packaging?

It depends on the vendor. My store, and several others selling these, are BMW dealers selling original BMW products. I can't guarantee that all vendors are, however.
