Do these hangers caution consumers that they contain hazardous chemicals?

I do not recall seeing that on the packaging. I would assume as long as you do not chew on or ingest any part of the hanger, you should be fine.

Is the swivel fairly tight? The velvet hanger swivels became so loose it was difficult to hang up.

I don’t think these swivel at all. If they do it is tight.

Where were these hanger made?

I got them quite awhile ago so I don't know but they came quickly. I do recommend these hangers. I have ordered them several times. Hope this helps a little.
