Is this what i use to brush on my jump ring before soldering (flux)? or is this what i dip the piece in after to pickle? or both? i'm confused

It is a flux - self-pickling because it helps the joint clean. It is an excellent flux; be sure to flux your solder pallions, too. Batterns excels with soldering that does not have to be heated for long periods of time - like with jump-rings. Use a white paste flux for large jobs that require heat for extended periods of time. Look up "soldering jump rings" on u-tube and you will find lots of info. You will probably need to use regular pickle after soldering - just to keep your project as clean as possible.

Will this work with easy solder wire on silver plated silverware?

I don’t believe so. You can always try.

Is this somewhat like a conductive adhesive ?

Don't know about that, but it's main job is to keep fire scale from forming on the heated metal so the solder can flow cleanly to all the intended parts. after it evaporates from initial heating it tends to hold solder pieces in place till they melt
