I have a load panel mc2040mb1200f will this breaker fit my panel?

unfortunately - we no longer offer the main breakers for this loadcenter. EQ9685R is the 200A main that comes with the LC - the 150A breaker is part # EQ9683R (if they want to try and find elsewhere) otherwise, they need to replace the whole thing

Can I just reuse the lugs or does this one come with new ones?

If it's new in box it should come with lugs and a kit. Ours do.

No. The MBK150 would not work in place of the older design EQ9481 breakers. Unfortunately, there isn't a replacement main breaker kit for the EQ9481. It's suggested to replace the entire load center, or source refurbished EQ9481 via 3rd party.
