It washes out. It covers well but doesn't stay on for days.

Yes, it goes on your hair like mascara. It does dry, but it takes a little time, several minutes, so you want to be careful till it does.

Q: How do you know what color to get

You order the color that is closest to your hair color.

Q: Is it a mascara brush? that's what i wanted. also do i have to apply on wet hair or dry hair?

Yes. It's a mascara brush. I've only applied it to dry hair. Works great.
