Would this camera be better than the 70D in terms of video and photo??

I purchased a 70D new and it had soft non sharp photos. I really loved the build quality but the images were not sharp enough. I purchased a Nikon D3300 which has razor sharp images but much slower video auto focus.

Does the white body and lens get dirty quick?

I’ve had a white SL1 for about 3 years now, and it still looks as good as the day I bought it. I had the same concern as you, and worried that over time the white plastic would turn yellow from the oil on my hands or that the camera would just start to look dirty. It hasn’t, and I use the camera quite a lot.

Does the camera come with a neck strap? and what is included in the package?

It comes with the strap, battery and charger, camera, and manual. Sometimes it comes with a lens too, if you choose that option. Hello, can i transfer photos directly from this camera to my pc via bluetooth?

I don't think the bluetooth can transfer to a PC, but it can to tablets and smartphones. For PC I would use the wifi instead.
