will this work on a garage mat and will it damage the treated garage floor

I don’t know whether they will work on a garage floor, but I don’t think they would damage the floor. I use them on our teak boat floor and they work great and do no damage.

Product works great holding to wood floors but the side that sticks to the rug losses hold after a few months. Any ideas to help keep them rug?

According to the manufacturer, the mechanism of action is the formation of a vacuum under the pad. Perhaps the vacuum becomes disrupted by the fibers of the rug and not work as well. But if you have a few months benefit perhaps that is sufficient providing the safety and decorative benefits you get from using the pads and then to replace in that application. Perhaps the manufacturer will see our posts and respond,

Do these work on ceramic tile?

Yes, that is specifically why we bought these--for a 2 x 3 rug 1" thick wool rug that is in our front entryway on 1' square ceramic tiles. We play catch with our 20 lb. terrier and every time he would chase down the ball in the front entryway the rug would slip slide every which way. We applied the four corners underneath, set it in place, and stepped on the rug corners which seems to "set" or "suction" the gripper ridges to the tile. No more sliding.

Perfect Anti-slide Solution for Rugs

Works very well to keep rugs in proper position. Prevents the rug from sliding across the floor. I ended up buying more because of how impressed I was with the product!
