Will this allow me to record continuously?

Sorry to say that it can only charge the camera; it cannot enable the camera with continuous recording feature.

Does it have a good seal where it plugs into the back of the camera?

Yes, there is a port-protector.

Does this still keep the USB port in the camera water tight?

I've had no problems with that.
