Does it support mesh?

WAX214/WAX218 does not support mesh. You can buy WAX610 or WAC500 series to get the Mesh feature. WAX610/WAX610Y/WAC540/WAC564 can be used standalone (manually configure WDS bridge feature) or used with Insight. Insight has Insight Instant Mesh that automatically sets up mesh links. (needs Insight manager subscription)

Are there fees to use this device like cloud services, subscriptions, SaaS? This could be a good home solution if no fees.

WAX214, WAX218 has no cloud service, subscription, or any types of SaaS fees. You can use it as a Standalone Access point. All the features are locally configured, managed, and monitored from AP's local GUI.

Can you assign a different vlans for each ssid?

Yes, it is possible to configure different VLANs on each SSIDs.
