Big around the neck.
I ordered a small for my dog that is 10 pounds fits perfect, until we got into the water. As she try to swim one of her little arms popped out from around her neck (adjusted to the smallest size ) and she got stuck was unable to keep her self up very scary moment.I am unable to make a return.Other than that jacket is very well made and has a nice print .

if you are basing it on the suggested weight range, go up a size.
Ordered this when I wasn't home to measure my dog so I relied on the weight ranges.. Ordered an X-Small because the suggested weight range was under 10 lbs and my dog is 9.5; it was waay too small. ordered again, this time a small even though it says 10-15 lbs. Other than that the quality of the product I received seemed good and I liked the print and the reflective tape was nice and bright even in daylight.
