Q: I’m trying to figure out how to get it to switch to constant current mode.

From their Manual. It did work but it's a little hard to interpret : How to set the current and voltage: 1. Adjust the constant-voltage potentiometer, make sure the output voltage to achieve what you need. Minimum input voltage is 4v. 2. Directly connect the multimeter to the output ports (using 10A current connector), to measure the output short circuit current, and adjust constant current pontentionmeter to make sure the output current to achieve the perferred value.

Q: Which potentiometer controls current?, and which controls voltage?

Then potentiometer closest to the input (left on picture) is the voltage adjustment.

Q: What is the current regulation range? In particular, how low can the regulated current be set?

Range: Around 18-20 mA. This is according to the engineer, not me. We do not know the answer to the 2nd question.

Q: Does this automatically shut off to protect the battery from being over charged?

Although it has 2 independent potentiometers, one for output volts, and another for output current, I found it much more effective/evident as a current limiter circuit than a voltage limiter. At the end, voltage is not disconnected (as in a battery charger circuit) but its output voltage varies as it has a relationship to maintain/keep the set current going, which does it good.
