Q: Is this made in China?

Yes, but any power supply this cheap is going to be made in China, hard stop. There are US made power supplies and they are higher quality but expect to pay at least 3x as much for the same output. These supplies are surprisingly high quality for the price point. You can buy US made and they are superior. However, for the typical hobby user, these cheap Chinese units will handle pretty much everything you'll want to do for a fraction of the cost. The main downside of these supplies is the high ripple on the output but for things like electroplating, that doesn't matter too much.

Q: What does c.v and c.c mean?

They are acronyms and stand for ""Constant Voltage"" or ""Constant Current"". They usually are associated with a LED or an indicator of some kind, as you suggest. When you use a power supply you usually set the desired voltage and the maximum current. When you connect the load two things can happen: The load requires more current than the maximum you set The load requires at most the maximum current you set In the first case the PSU become a current source: the current is limited to what you set and voltage drops accordingly, that's CC for you. In the second case what is costant is the voltage, so that's CV.

Q: Do you really short between the pos and neg terminals to adjust the maximum current as instructions seem to say?

Yes. This is a typical method of adjusting the CC limit on any supply that has this feature.

Q: will this be a good dc power supply to use to anodize titanium?

Quite stable amperage so I guess it’s good for that
