Q: How much noise does the relay make when it closes? I'm looking for something basically silent. Thanks

That's hard to say. It's in a furnace room so it didn't matter to me. It is about the same sound as any small relay would make, a click, not a snap. Mine is mounted to a knock out in a 4 square electrical box which holds it off the back surface a little bit, ii thinks this helps keep it quit. I am using it with a thermostat on a hot domestic water circulating loop to cycle the pump, and the thermostat makes more noise.

Q: Is this product the 2020 hardware revision that allows both delay-on-make and delay-on-break functions?

I am not aware of any delay attributes. Specifications for the dry contact for example has no inherent delay function indicated.

Q: Does it include any debounce circuity? I am going to use it with a flow switch and was wondering if it is needed.

It does have a slight delay for open and closing. So I would say yes.

Q: Can this be used to detect 120v input and complete a low voltage central vac circuit? Need to turn on the central vac when 120v is sensed at one inlet

No, I cannot sense the voltage. It just connects or disconnects when the dry contacts are triggered.
