Does this blind stick in the ground & then staked with tie downs ?

It does stick in the ground. Each of the poles food out and stick in the ground. There are not individual stakes and no tie downs.

Is it adjustable up and down?

I am not sure if it is supposed to be adjustable, but the pipes are like tent poles and you can scrunch the material and use just one pole if you would like it shorter.
