Nice inexpensive charger!
Fired my 199C right up! It does have a little play in the connection but at about 1/10th the price of a fluke I can live with it.

Worked well
Worked like a charm. Can’t beat it for the price. It does look a little chap though as the connector looks homemade with shrink tube on it. But as this was a much lower cost charger I’ll take it. The power brick also shows a pinout of the connector but the polarity is backwards form what the sticker says. FYI, the outside ring is positive and the center is negative because this is what the fluke meter needs for polarity. The connector did fit loosely in the meter but seeing as I didn’t have a name brand one to compare it to, that may be normal.

Affordable Fluke POWER!
Well, what's to say.... own a fluke scope-meter but need a new power supply? You can either sell your first born for a "Fluke" replacement wall wart, OR you can buy THIS instead and eat a good meal tonight. This power supply works just the same as far as the scope is concerned, it's MORE efficient since it's a switch mode supply instead of a transformer one, and the plug fits!So there you go. It works, just buy it.

Plug on power supply cord
This is a nice power supply. I bought it because I need on that can be used on 220 volts abroad. It is much smaller and lighter than the fluke power supply because it is a switch mode instead of a transformer. However, The scopemeter requires that the small plastic washer at the end of the plug be 1/4" in diameter. This both retains the connector in the scopemeter and actuates the internal power transfer switch. With out this widened end, it will not function correctly. The existing plastic washer need to be built up with PMMA reason glue and then filed to the correct diameter. It will then work perfectly. This process required a fair degree of skill, but worked well.If you don't want to do this, don't waste your money buying this because it won't work without it.Other than that one little problem, it's great.

incorrect polarity for what it was supposed to be

1 tenth the cost of one from Fluke
Works excellent charges battery in the same amount of time as Fluke. Runs cool. One note, Fluke runs opposite of typical, with the center pin negative and the outer shield on the connector as positive, this unit is wired correctly but its diagram on unit show the opposite!

Poor Connection
Don't bother with this adapter. I ordered this unit for a Fluke 192B Scopemeter and by observation the unit seemed to supply enough Voltage and Current to the scopemeter. I said "by observation" because I was not able to fully utilize the product. Since the scopemeter I have is used for field service work, I need a consistently reliable adapter to charge the unit and also as a power source. This adapter is a disappointment. The unit's connector head to the scopemeter does not mate reliably and snugly to the connector on the scopemeter. The connector on the adapter is not an OEM replacement part was attached to another connector covered by a heat shrink sleeving. This connection pooly mates with the scopemeter and will at occasions slip out that cause intermittent power source disconnect to the scopemeter. Poor quality and poor reliability made me return the unit.I gave it one-star rating for the prompt reply to my request for a refund. They provided an RMA and free shipping as soon as I filed a Return Request on Amazon. Refund was posted within a week after T-Power received the returned unit. I would have kept the unit if the connector mated reliably with the scopemeter.
