Q: Are the manufacturing tolerances good enough to allow you to 'slip-fit' with the 20x18 tube?

I purchased the 20mm x 22mm and 24mm x 26mm and slip fit both of them to make a double wall tube. I believe it would then be possible with the 20mm x 18mm and 20mm x 22mm.

Q: how do you cut these?

The factory has cut them well before sent to us. So, we don`t need to cut them.

Q: How close is the inside diameter to 16.0mm? I would like to slide this over a 16mm shaft.

I've bought many sizes this range and some will slide nicely over the next smaller size and others are very loose or impossible to fit. I think it is about +- 0.1 mm.

Q: Can these be painted?

If you sanded lightly with 220 grit sand paper, you should be able to paint.
