Q: Can this be at a 90 degree flat position fir water color painting?

Hi there, thanks so much for your attention on our easel, NO, For this easel the total height adjustable from 71" (180cm) to 100" (255cm) while tilting in vertical, holding canvas art up to 48" (122cm), if you need a 90-degree flat position for watercolor painting, please refer to this Asin : B07DJ1GLK3,maybe you will be interested in.

Q: Lost instructions, can I get them online?

I no longer have my instructions but you will definitely need them. Try contacting the manufacturer.

Q: How high can you raise the bottom tray? i.e. would it be possible to paint a small canvas (say 8x10") while standing up? important question no reply

I can get the bottom tray up to 45" from the floor at which point the center bar hits my 8' ceiling, so it might go a bit further up with a higher ceiling or if you want to cut off the top of the bar. I'm 5'6'' and I can stand up to paint an 8x10, though perhaps a little low.
