The coil definitely does NOT draw 24mA. That would mean a coil resistance of 1K ohms. The measured resistance of the coil (sample of one) is 13.7 ohms. The current at 24 volts would be about 1.75A. This is likely the greatest load on the controller circuit, and explains the 3A fuse.

Q: Will this replace cr453ce3hblay contactor?

It was a correct fit for my 26 year old AC unit. Has worked well for the past two years since I installed it.

Q: Does this replace DP24024F?

Just from the part number you gave: DP is Double Pole, 240 is 240 volt rated for the main contacts, 24 is 24volts control voltage, F: I don't know what that means to whatever company sells that. But this will switch any heavy load up to 40 amps, up to 240volts. Normally for air conditioning compressors, but you could use it to switch much smaller loads as long as you've got 24volts to switch it with.
