Q: Is there a way to regulate the heat that's being released by the heat pad? Like to constantly keep it at 70°F

It comes with a thermostat that regulates the temperature. Just be sure to put the probe on the heat mat for correct readings

Q: Was this supposed to come with rubber feet to elevate the tank a bit?

It has been a while, but I would swear it doesn't come with anything like that. Your tank should already be "high enough" to accommodate this. It is super thin, but works well.

Q: Can you restick to another tank after use ?

Yes! But not with original adhesive. You will need to use a glue remover such as goof off to remove from old tank. I do not glue them on anymore, it is best to place Heating pad where you want it under the tank and then use layers of cardboard to hold in place. Best of luck!
