Decent quality build.
I bought this cooler because it has a backing plate and screws to affix it to the motherboard, unlike the cheap plastic arrangement used by Intel. Works just fine!

My water cooler started making noises so I got this as a quick fix. It's easy to install (though no instructions were provided in my warehouse deal), very quiet and keeps temperatures reasonable. Room temp is 18C right now and the CPU idle temps hover around 30C, stress testing to 100% on all 4 cores raises the temperatures to 60-65C. The performance and quality of this budget cooler is excellent and I have no reason to buy another water cooler.
